Pension issues in SBI–travails of the old pensioners:

This post is with reference and in continuation of an earlier one with the link being a note by way of a comment made by KR Saini as quoted here as a matter of ready reference for the readers:

As a corollary of the above and in context to another post on this blog Pension issues in SBI –Updation dated the 3rd September’2014, Mahesh Jha, a valued reader, expressed his views in a candid manner by way of his comment on the above post. His views are importantly meaningful with a need for the readers in general to peruse its contents. This is how it was recommended to me for publication by KR Saini, hence reproduction of the same as below:

Mr. Neelkanth and Mr. Saini have enlightened us with some great information which has rekindled our hopes for getting a reasonable resolution of our long pending demands for improvement in pension. We,the retirees of the Bank, have been so badly treated by the government and the bank/IBA in pension and medical benefit areas, that majority of them are somehow managing to take care of their lives with the pittance that Bank pays them as pension. Continued neglect, years of hard work they did in the Bank when in service and meagre pension have broken their backbones and they are no longer a potent group to fight for even their own cause . So, the voices of only a few enterprising retirees like Mr. Neelkanth , Mr. Saini, Mr. Negi etc. are heard. Others have been forced by the follies of the establishment and meagre resources to keep low profile. I hope that the govt/Bank quickly address our grievances , failing which the pent up anger of this suppressed but extremely talented group of pensioners may erupt volcanically resorting to a do or die struggle for their just cause. 1. I FULLY AGREE WITH THE VIEWS OF SHRI NEGI AND SHRI JHA .IT IS A FACT THAT GOVERNMENT IS ADAMANT NOT TO PROVIDE ANY BENEFITS TO S.B.I OLD PENSIONERS AS A RESULT SOME OF THE OLD PENSIONERS HAVE DIED.I AM WRITING THIS COMMENT WITH A SAD MOOD BECAUSE I CAME TO KNOW THAT SHRI SALIL KUMAR GHOSH WHO WAS AN AWARDEE STAFF(7TH BIPARTITE RETIREE) AND HAD WON THE COURT CASE IN THE CALCUTTA HIGH COURT ON THE 13TH SEPTEMBER 2012 BUT BANK DID NOT IMPLEMENT THE JUDGEMENT.WITH GRIEF I HAVE TO INFORM THAT SHRI GHOSH HAD DIED ON SATURDAY AND CANNOT GET THE FRUIT OF HIS HARD LABOUR .HE WAS NOT A MEMBER OF ANY PENSIONERS ASSOCIATION AND FOUGHT THE COURT CASE SINGLY V/S STATE BANK OF INDIA AND OTHERS.K.R SAINI .

  2. PLIGHT OF BANK EMPLOYEES AND OFFICERS
BEFORE 1979,THE EMOLUMENTS OF ENTRY LEVEL BANK OFFICERS WERE SLIGHTLY MORE THAN ENTRY LEVEL GOVERNMENT OFFICER .PILLAI COMMITTEE RECOMMENDED THAT THEY SHOULD BE AT PAR AND THEY WERE EQUATED..
WITH SUBSEQUENT PAY COMMISSIONS FOR GOVERNMENT EMPLOYEES,NOW NOW THE CENTRAL GOVERNMENT ENTRY LEVEL OFFICER DRAWS ABOUT RS 55000/ STARTING,BUT A BANK P.O BDRAWS LESS THAN RS 34000/.SIMILAR IS THE PLIGHT OF WORKMEN VIS-AVIS GOVERNMENT CLERK
AN EXAMPLE REGARDING WORK LOAD,ABOUT 8-10 YEARS BACK,THE NUMBER OF BRANCHES IN S.B.I WAS 8600 AND NUMBER OF EMPLOYEES WERE ABOUT 2LAKH. ..NOW THE NUMBER OF BRANCHES IS MORE THAN 15500 BUT THE NUMBER OF EMPLOYEES IS HOVERING AROUND THE SAME FIGURE OF 2 LAKHS .BESIDES,THE WORKLOAD HAS INCREASED TREMENDOUSLY.AN AVERAGE BANK WORKER /EMPLOYEE HAS TOTALLY LOST HIS SOCIAL LIFE.HE IS NOT ABLE TO REACH HOME BEFORE 8-9 PM AND NOT ABLE TO ATTEND IMMEDIATE NEEDS ALSO OF HIS FAMILY.K.R.SAINI

  3. AMONG THOSE WHO WERE RECRUITED DURING 2009,2010AND 2012 ABOUT 20 PERCENT DID NOT TURN UP AND FROM THOSE JOINED,ANOTHER 20 PERCENT QUIT THE BANK DUE TO LOW SALARY..THE EXPECTATION FROM WORKMEN AND JUNIOR OFFICERS IS TO GIVE GOOD PERFORMANCE,INCREASE IN BUSINESS AND INCREASED OPERATING PROFIT.THE OPERATING PROFIT OF ALL NATIONALIZED BANKS HAS INCREASED MANIFOLD TO RS 1,12,290 CRORES(2011-2012) BUT A CHUNK OF THIS MONEY IS BEING PROVIDED FOR CNON-PERFORMING ASSETS.THE OFFICERS AND EMPLOYEES ARE NOT RESPONSIBLE FOR THE N.P.As. 4. THE EMPLOYEES ARE DEMANDING A REASONABLE AND FAIR CINCRESE IN PAY AND ALLOWANCES AS ALSO BETTER WORKING CONDITIONS.IN THE NEXT FEW YEARS,THERE ARE GOING TO BE LARGE RETIREMENTS AND OF VACANCIES WILL ARISE IN THE BANKING SECTOR,IF GOOD ENTRY LEVEL EMOLUMENTS ARE NOT OFFERED,NO YOUNGSTER(BOY OR GIRL)WOULD LIKE TO JOIN BANKING INDUSTRY.THIS WILL BE DISASTROUS FOR THE ECONOMY.ALL MY FRIENDS/READERS WORKING EMPLOYEES AND PENSIONERS ACT NOW AND ACT FAST AS SHRI NEGI AND SHRI JHA SAID DO OR DIE..K.R SAINI

  5. Sir,
I am of the view that some thing positive for the pre-2002 pensioners will be after the 10th bipartite settlement.and if by chance some thing is against then “Do, or Die” our freedom fighters Bhagat Singh and party and their Guru Chander Shekhar Azad have born in India again and some thing positive will be in the country..We have seen the demonstration at Janter Manter New Delhi by the young brigade of bankers.and every thing is possible from the young brigade

  7. OUR PENSION ISSUES REMAIN UNRESOLVED DUE TO THE ADAMANT STAND BEING ADOPTED BY THE GOVERNMENT.THE PRESENT PERCEPTION OF THE OFFICIALS OF THE FINANCE MINISTRY NEEDS TO BE CHANGED.THE PERCEPTION ENTERTAINED BY THE VARIOUS OFFICIALS DEALING WITH OUR
PENSION ISSUES OVER THE YEARS IS UNFORTUNATELY PASSED ON TO THEIR SUCCESSORS.WE ARE NOT SURE WHETHER OUR BANK HAS MADE ADEQUATE AND PERSISTENT EFFORTS WITH SUITABLE EXPLANATION FOR CHANGING THIS PREJUDICED PERCEPTION.OUR FEDERATION HAS BEEN MAKING ITS APPEAL TO THE GOVERNMENT FOR RECONSIDERING AND REVIEWING THE ADAMANT STAND.K.R.SAINI

  8. Thanks a lot to Mr. Neelkanth, Mr. Saini,Mr. Negi and lot many other colleagues who reacted on my comments. Unfortunately, the pensioners association of S.B.I. Patna circle is not as active as that of Bengal circle, Mumbai circle etc. Not much about them is available on the website. I reside in a remote village post my voluntary retirement in 2006. Therefore, I can contribute to the cause of our movement only by way of sundry writings, monetary contribution when required and participating in agitational programmes called by our group of pensioners. In my village , internet connectivity is pre- historic, so I never get timely information. On the pension issue, I see the light at the end of the tunnel now. Things seem to have moved positively towards some honourable resolution, probably due to the sincere and sustained efforts of people like you, pressure from various associations and several court cases. Things have moved a bit on family pension, pre 2002 retirees etc. So, we may wait for another six -seven months before resorting to a unique agitational programme, say from Bank day next year, on our own or under the banner of our association. May be,we begin with donating one day’s pension to S.B.I. to bring it above poverty level to take proper care of its old veterans. Something like this……let us discuss. Bye till then.

    1. I do admire you for sharing your valuable thoughts even in odd situations which you are placed in in the remote areas. Even if you make it to contribute your best on Sundays it matters much for the readers of this blog. Looking forward to more of your rich contributions. Jointly our efforts may elicit some good results some day. My sincere thanks.
